This is a GREAT question!! And I know you all love learning about cultural context~

Terms like 언니, 오빠, 형, 누나 are really only used once you've gotten super close to someone. Most of the time, you would just refer to people like Name+님 (formal) or Name+씨 (still formal but less)!! 

You only really use the term 언니 or 오빠 if that person tells you to OR you can ask them "can I call you 언니" of course, if you've gotten a good level of close first!!
